Tempo Timesheet Report for Zero Hours

Our business case is to be able to keep track of engineerings and make sure they are logging time by seeing the users' hours for a specified amount of time (typically the previous day), whether or not it is 0 or 11, we'd want to see it.

    In my current business use case, I only need to see users who have logged 0 hours. A second business use case is see users who have logged <8 (or another value based on work schedule).
