REST API authentication per user

Currently the REST API endpoint support only an account level authentication, this means who have the API key can list, create, delete worklogs for any users.

The idea is to add possibility to create per-user API keys and use them to list, create, delete only owned worklogs. This will also add the possibility to create a client usable for users (and not for admins), at the moment impossible to develop due to security problems related to the use of the same access permissions
