Make it possible to submit Timesheets for periods a user was active if he has been disabled in JIRA Merged

When a user gets disabled in JIRA, his team lead ( user with Approve Timesheet permission) can not submit or approve the timesheet of this user.
It would be good if team leads had the option to submit/ approve Timesheets for periods that the user was active in their team even if he is inactive in JIRA
