Request to Allow Users the choice to Pick Account first on Tempo Timesheets Log Time screen

Hello,

On Tempo Log Time Screen, please provide users the choice to pick Tempo Account first before Jira ticket.
Right now, if users do not pick a Jira ticket, the list of Tempo accounts are not displayed on the screen.
