Ability to create team members before logging hours in project

Customers would like to be able to add team members to a Cost Tracker project before they start login hours.

    YES YES YES!

    My project managers should be able to set up all the team member roles, costs, and billing rates when they set up the project, not after team members start to log time. This creates more work for them.
