Have reccuring plans in Tempo planner 7.16.1 as now it's only as legacy feature Merged

Implementing recurring plans or scheduled plans from legacy features could be done by adding in admin section options to enable them outside enabling all legacy feature as it would be only added in planning tasks.

    This is currently available in the Timeline view. This ticket is to to keep the feature from being removed.
