Make "log time" screen personally customizable

Similar to https://ideas.tempo.io/ideas/T-I-513 but for the cloud.

We have two worklog attributes we use, but we do NOT want users editing the data in these fields. They are currently under Show Hidden Fields, but my users sometimes click on that and then start editing.

There should be a way to restrict the use of fields or hide them altogether from users.

    This is my idea, and we really need this so we can use Work Attributes without making them obvious to the users.
