Without this toggle, this is effectively a global setting and many of our thousands of on prem users just end up getting confused by the "billable hours" field when logging time since it's irrelevant to them. And trying to toggle this off by ensuring all their issues of interest are "internal" is completely unsustainable since effectively every single one of their issues should not have "billable hours" as a field to fill in. This would be easily fixed if project-level toggle/permission of some kind as has been done with Timesheets Cloud.
