Set Billable Hours as a % of Logged Time

Add a feature in Tempo to track and report billable hours as a percentage of logged time, allowing teams to set custom targets (e.g., 75%, 50%) for billable hours. This would enable project managers to monitor and ensure that a defined portion of logged time aligns with billable goals.

    Workload (configurable in Tempo) might be better idea, logged time can be another option.
