Tempo Role Should Sync with Jira Group

Tempo Role Should Sync with Jira Group instead of having to add individual users. In our case, we want everyone with the enterprise role to be able to see and manage resource roles, but cannot do this as we can only add individual users to a permission role. This isn't scalable for our org of 25k users.
