Maintaining the users and managers is a huge efforts specially for large enterprise. Usually user management and their line managers is in active directory. for timesheet approval i suggest to add an option to get the line manager name from active directory instead to setting it manually for each team. this will reduce the operations work on jira side and will keep everything up to date
