Retain the Tempo worklog ID when Jira issue is changed on worklog

We have found that when the associated Jira issue is changed on a worklog, a new Tempo worklog ID is assigned. We would like the worklog to retain the same worklog ID to prevent creating duplicates in integrated systems that rely on the Tempo worklog ID as a unique identifier.
