Planned vs Actual report to display users with greater than or less than 20% variance?

We would like to add the ability to apply a condition when generating the Planned vs Actual report.

Currently, the report includes any users who have at least one plan or one worklog within the selected timeframe. Instead, we would like the report to return results only for users whose variance between planned and actual values is greater than or less than 20%.
