When planning a future project, there is a relatively great uncertainty in both the members of the team and the content of the project. Very often we need to plan time even if the project/space is not created in Jira (due to administrative process). Also not all the projects use Epics. It would be very useful to be able to plan also combinations below:
known generic resource + unknown project/Epic/work item (Flex Plan can't be used for generic resource planning currently)
known user + unknown project/Epic/work item (Flex Plan can't be used for user planning currently)
unknown team/user + known project with no work items (project is not available to choose in a Flex Plan currently)
known team + known project with no work items (project is not available to choose in Team planning currently)
unknown team/user + known work item (non-epic work items are not available to choose in a Flex Plan currently)
known team + known work item (non-epic work items are not available to choose in Team planning currently)
