We would like the system to not permit users to submit timesheets with 0 hours logged. If there are no worklogs on the timesheet, they should get an error if they try to submit for approval.
Users keep accidentally submitting the current week's timesheet when they intend to submit last week's. Then they have a 0 hour timesheet awaiting approval with their manager, and the system locks their timesheet and prevents them from logging any time for the week. If they realize what they did wrong, they can recall the timesheet (thank you for that feature!!) but if the manager mistakenly approves the timesheet, then an admin has to reopen the timesheet for the user.
