Budget warning notification by email, say when X% of budget hit Merged

When I configure the project, I would like when setting the budget to have a notification threshold so that an email is sent to the project owner when the costs have hit a configurable amount of the budget. Sometimes, there is work going on in projects that I only discover too late!

    This is an expected feauture of these sorts of applications. Suprised its not already incorporated.
