Improve performance of Portfolios that include many folios

When trying to view a portfolio with a large number of folios in it, the entire JIRA hangs and we need to restart the JIRA server. Basically everything freezes. If there is a query to the database it never expires and there is no getting out of the situation. This makes Tempo Budgets with huge number of folios in one portfolio unusable.

For each month we create a folio for our projects. There are 12 months so around 120 Folios
