We don't use the Billable field and related functionality; as we require our employees to log this time seperately and account for it using internal cross charging (accounts that are type internal). As such we don't want to allow/encourage users to log time in the Billable field, we would want this disabled. Perhaps this could be configurable or dynamically made available based on permissions.
