Separation of edit permissions for billable hours and normal worklogs

Hello,

we urgently need the possibility to separate the authorizations to adjust the normal working hours and the billable working hours. The recorded working time is the normal working record of the employee and should not be adjustable by people who have to edit the billable hours. Otherwise, errors can quickly occur that are difficult to trace afterwards and which then falsify the employees' working hours.
