Creating/modifying a STATIC LIST Work Attribute via the REST API should allow the names of the options to be specified.

When creating a STATIC LIST Work Attribute via the REST API you can only specify the IDs of the options but not the names. For example, I want the option names to be text but the IDs to be numeric. This can't be done today without manual intervention.

I'd also like to be able to modify the option names after creation vis the REST API.
