When logging time on an event/meeting/workshop tag the people that were there with you and thereby suggest an issue to log work on - they only need to accept and the time is logged
Alternatively, when you open a ticket and see that someone has already logged time for a meeting, add "duplicate" button in order to log hours with same information, and open the new entry for review.
