Planning work should use better default start and end hours

Right now, when ressource planning, the start and end hours use the current time as defaults. Worse, the dropdown offers the current minute as defaults for each hour. (Cf screenshot)

This is pretty much the same as https://ideas.tempo.io/ideas/T-I-251 that I submitted for Server version.
