Hide Submit button to only appear during last week of Timecards

Can we hide the submit timecard button until the last week of the month. The issue we are trying to avoid is folking submitting timecards early on a weekly basis if we switch to monthly timecards.

Have more specific term rather than "no issue" in Tempo reports
