Block timesheet submission until hour goal met

To ensure that all timesheets are filled properly and that nothing was left out, as a Jira admin, I'm looking for a way to make it that employees can't submit their weekly timesheets unless they have logged the number of hours required.

Be able to create exceptions to a plan

After adding a plan to a resource to work for instance 8h pr day for a month, I would have liked to be able to change the plan in the planner we by adjusting the allocation for spesific days. No I have to split the plan into 3 parts.

The sorting by available hours should work on all users, not just the ones who initially loaded
