Add user to multiple workloads

I'd like to be able to add myself to multiple workloads so that I can get a sum of how much time I'm spending overall and then adjust the workloads if/when needed.

Default setting for showing the TEMPO panel in den new issue detail view

It shall be possible to specify on a user level, if the TEMPO panel is opened automatically in den details of the new issue view or not. Not all users do use the TEMPO plugin and for those it slows down the loading / rendering speed.
