When using a logged time report need distinction between active and deactivated users

When using a logged time report, filtering users with 0h, there should be a way to tell the difference between active/deactivated/deleted users or be able to filter them.

Tempo panel not being limited by the edit issue permission

Idea: Have the Tempo panel (where time can be logged from) be not limited by the edit issue permission. Sceanrio: There is a Jira workflow permission that blocks users from editing issues, this is also preventing them from enabling the Tempo Panel.
