Show users with 0 hours logged

It would be useful to show users who logged 0 hours: in TEMPO dashboard gadget in data export from report. 0 hours is an important information and without it, the statistics may be skewed.

Scheduler Close to manage the states the same way as Period Management

Integration between Scheduler and Period Management so that the Scheduler actually only controls the Period Management for soft close that allows Tempo admins to reopen it if needed instead of hard block of the period.
