Notification on an issue when time is logged

It would be a great addition to be able to get a notification on an issue whenever time is logged for that specific issue. Specific used case: Is an alert that tells me when time is logged in a closed issue.

We have a lot of reoccuring tasks from month to month and would like to add them as repeating tasks. However right now, we can only repeat them on a weekly or bi-weekly basis, which do not work for us.
