Access to the sub-panel more obvious within issue picker

Within the issue picker, make access to the sub-panel more obvious (for example replace the arrow with the word Filters)

Make Tempo Timesheets DCAA compliant

Have Tempo a DCAA compliant time keeping system to be able to use it for government projects as well as commercial ones. https://www.tsheets.com/dol-dcaa-compliance Seems like the only requirement missing for Tempo is "audit trail records"
