Cost Tracker: Allow Negative Expenses (Credits) to be added

When a project has a credit against it we need to reflect this in the cost. To be able to do that, we would need to enter a negative number for an expense.

Create groups from Initiatives (Cost Tracker)

It would be great to automatically create and manage groups based on Initiative in the scope. With the rise of Jira Portfolio many larger projects are made up of dozens of Epics. Higher-level grouping makes sense.
