Multi-level approvals: Require more than one approver on a Timesheet

Same as https://ideas.tempo.io/ideas/T-I-71 but for Cloud instances -- Administrator should be able to define how many approvers are needed in order to have a Timesheet/Account fully approved.

Allow to add groups instead of individual users in Tempo Teams/Permissions

Within Tempo Teams/permissions, it would be interesting to have the possibility to select an existing group in front of a specific permission, rather than add manually all users belonging to such existing group. This would allow to save some time.
