The idea is to record the time of the working day that has not been worked and to be able to control the missing working hours without having to calculate it every time. This feature could be very usefull keep filtered the not working time e.g. to go to the doctor 1h or to have a lunch .
I concept would be like the internal issued.

As by the German law we also need to control the breaks. It is therefore mandatory to have a worklog type that does not sum up in the timesheets, otherwise we would need to exclude it in every report which is not suitable / acceptable.
I am surprised that Tempo even is not motivated to come up with a suitable best practice description of a solution...
@Gabriella, have you found a solution / other product?
We are also looking for a solution to track not productive hours, such as lunch or coffee breaks. By the law, we have to track all lunchbreaks that are excluded from the max. 10 working hours.
We have already set the max. 10 hours of working hours and everyone can book 10 hours a day. But we must have a solution for tracking 10 hours of productive hours and indefinite amount fo non-productive hours such as lunchbreaks etc. So for example someone can book 10 hours of work and 1 hour of lunch break (total 11 hours), but the he is not allowed to book 10,5 hours of working and 0,5 hours of breaks.
