In the planned time report, also show users that do not have any planned time in the selected period

In the planned time report, users that do not have any planned time in the selected period, are not shown at all.

This users should also be shown. If not, the report shows incomplete and wrong data. E.g. the sum of required hours and required % is wrong.

    I have a similar request for the Logged time report. It currently does not show users who did not log any time.
