We have the requirement to log time against different work attributes in one ticket. eg. log 4 hours on-boarding work, then 4 hours support etc. For example our change request tickets often require a quote and preparation of the quote would classify as different type of time log than the actual time spent completing the work. We need a way to distinguish and count time separately.

I'm not sure I understand this idea correctly, but would it not be sufficient to create separate worklogs on the same issue, selecting appropriate work attributes for each one? Is the problem that we don't have built in fitlering/grouping by work attributes in our reports?
