When a user creates an entry to log time, the current time is used for both the start and end times for the entry. When the user enters a number of hours or minutes, the end time is pushed forward from the current time, instead of the start time being pushed back, making the entry happen in the future instead of the past.
Instead, if it is 1500 now, and the user enters 1H in the Worked time, the Start Time should change to 1400 and the End Time should stay as 1500.

I see this as a bug, not a feature request.
When a user logs time against a task, this happens once the user has finished working on the task, so I just cannot see if I've worked on something from 1pm - 2pm, and at 2pm, I log time saying 1H worked, how setting the Start time to 2pm and the end time to 3pm (which is in the future....) makes any sense whatsoever.
