Plan time for other users (dropdown) from Jira or Tempo

When clicking on Plan Time button in Jira or clock icon in Planner, be able to open dropdown and choose another user to log time for - not just myself.

This is particularly important from Jira as no other way to choose another user (whereas in Planner you can see all users and click + to add time for them).
