Ability to choose Project in Cost Tracker

Currently you need to create and select a filter in Cost Tracker - We should be able to choose a Jira Project in lieu of creating a filter for every new cost tracker project. (We just use the single project to track costs, so creating a new filter every time is not ideal and clogs up the filters in Jira)

    Great news: We've added epics and Jira projects as options to define project scope in Cost Tracker! Here's the documentation.
