Cost Tracker Report should be available from the project report section

It would be great if the cost tracker was available on the "Report" section when you are in a Jira project instead of navigating to the Tempo menu.

This will help a lot in the scenario where certain users need to access the data provided by the Cost Tracker, but don't have Jira knowledge or permissions to create their own filters.
