Overtime Rates

Provide the ability to define business hours and out of business hours rates in a Price Table for a role.

The Out of Business hours rate, can be a fixed rate or a multiplier of the business hours rate. For example 1.5X.

Allow for another entry for billed overtime hours in the time log entry screen.
