Plan Information is only viewable as a popup in the Resource Planning view

Creating 'Repeat' plans are not available in Resource Planning

In the Team Planning view, you can easily create repeatable plans by selecting the 'Repeat' option and setting Weekly/Every 2 Weeks/Monthly. This is not available in the Resource Planning view
