Raising the user skills limit.

Count hours toward Financial Manager budget AFTER timesheet is approved

In Financial Manager, we notice that hours from a Timesheet that hasn't been submitted or approved are being recorded against the budget. We need to have hours counted towards the budget only after a Timesheet has been approved.

Integrate with Rally

Allow integrations to Rally for Roadmunk - I know it's a competitor but I'd rather use both RM and Rally than have to switch to just use Rally. Their visualization stinks. But it's extra work to keep things up to date in 2 places.
