Make it possible to select a new Project owner for Cost Tracker projects

When the scope of a Cost Tracker needs to be updated/ changed, it can only be done by the Project owner. In case this person is not available, no-one can change the scope and the workaround to delete the project and re-create is far from ideal.

Add approval status to rest api plans response

When you get all plans using rest api it's mandatory for a good report to have the approval status for each plan. Now the only way to have that is extracting the report manually from UI and it's not possible to automate it.

View profitability in the Overview

Change Tempo Servlet to support Excel .xlsx format.

The Servlet cannot download an Excel file with more than 65,000 rows because it only supports the legacy .xls format. Adding support of the .xlsx format would eliminate this limitation. Yes we could use the REST APIs to obtain the same information...

There is a requirement to export reports that include hours worked, billable hours, cost rate and billing rate by client and account.
