Default cost rates and roles per person

Right now we have to maintain the cost rates and roles per project. However, they are nearly always the same for a particular person across all projects.

Make it possible to select a new Project owner for Cost Tracker projects

When the scope of a Cost Tracker needs to be updated/ changed, it can only be done by the Project owner. In case this person is not available, no-one can change the scope and the workaround to delete the project and re-create is far from ideal.

Make the Manage Staff functionality available on Cloud

It would be good to have this functionality as it is currently available in the Server version also available on Cloud. It makes it easier to confirm if users are in the correct holiday and workload scheme and users can be bulk moved

Pay rate by roles (Cost Tracker)

It would be great if we can have the option to setup pay rate by roles. I find it a bit annoying to input pay rate for each project member everything I start a new one We got team role already. Why not pay rate by roles?
