Be able to give a single user the ability to log work time

We want to give the "grace period" when we manually change to “Closed for All” or “Open for Approvals” for a single user. Currently, the grace period only works with the scheduler.

I think it would be very efficient if we could be notified when a new application is made for our department. Currently, we only receive notifications for our department's resources, not general resource requests.
