Change the start day of the week in Resource planning

Have an option to change the start day of the week from Sunday to Monday in Resource planning. This can currently be done for Timesheets with the "Use ISO8601 standard in Date Picker". Resource planning should follow the same setting.

In the Resource Planning View, implement a button to toggle the visibility of inactive/system users

If a user has a Full Access Permission Role he will see inactive and system users in the Resource Planning view. To provide a possibility to clean up the view, implement a button that toggles visibility of inactive or system users.

Tempo panel not being limited by the edit issue permission

Idea: Have the Tempo panel (where time can be logged from) be not limited by the edit issue permission. Sceanrio: There is a Jira workflow permission that blocks users from editing issues, this is also preventing them from enabling the Tempo Panel.
