The button Add Tempo to plan and track time needs to be clicked once for each issue where it isn't enabled yet. This causes a lot of overhead.
There should be a global option to have the Tempo panel opened by default. If that is restricted by Atlassian, talk to them and get it fixed.

Completely agree with everyone below... How can it be on Jira Server and removed on Cloud? This is pretty core functionality!
We've stumbled upon an issue where button Add Tempo to plan and track time cannot be clicked in case user doesn't have Edit Issue permission. Users still edit issue fields via self-reflecting or global transitions but cannot open Tempo (or any other app panel). This is a huge blocker for us and one solution would be to have panel opened by default.
Please make this happen, it will have a high impact on ux and usage.
Would also appreciate if we could have an option to make the panel on by default, at least at a project level please.
This is how it worked on Jira Server. On Jira Cloud, it's different and a terrible user experience.
Sorry, but Tempo Worklogs on Jira Cloud is a giant step backwards and very frustrating to use.
