When managers go on vacation, or in the case of some VPs and Directors, another user is added to a permission role on their Team with "Approve Timesheets" privileges so that other person can approve timesheets on their behalf. We need a way to report on which teams have set up a proxy approver, and show who that approver is.

Thanks Hlynur! I had to laugh - as I was reading through your response I'm thinking "but team permission roles need to have a unique name", and then you indicated your were removing that restriction :-)
We are in the process of starting a Jira upgrade (we still use 7.8.1) so hopefully sometime in late Q3, we'll be on a Jira 8.X version and we can then take advantage of all the latest Tempo updates you've made.

We are working on better tooling for managing Team Permissions as we speak. We are adding a) Global Permission Roles, that allow you to grant somebody access to data across the entire Jira instance and b) Multi-Team Permission Roles which allows you to control access across multiple teams with a single Permission Role.
One of the things we are building into this is a search function, which would allow you to search Permission Roles by name. We´ll also support filter by Team name. I think what you are asking for could be solved with this solution, e.g. you could use some kind of naming convention, so when needed a Team could have a "Proxy Approver" role (We're also removing the limitation of not being able to re-use Permission Role names across teams by the way), and then use the new Permission Roles tool to search for all "Proxy Approver" Roles.
Going forward, I could see more filters, like filter by permission, i.e. "show me all permission Roles which assign the Approve timesheet permission" to further improve this.
I realise that this is not a report as such, but could help with solving the use case regardless. I'd love to hear your thoughts on this.
