Set "start time" to current timestamp when logging time on an issue

Automatically use the first activity start time as the start time for the day. E.g. when I log time on an issue and the current time is 10:53 AM, the “start time” will have 10:53 as default value

When searching for a ticket, exact whole string match of ticket number should be the first result (so TICKET-1 isn't hidden by TICKET-10, TICKET-11, TICKET-100, etc)

Multi-level approvals: Require more than one approver on a Timesheet

Same as https://ideas.tempo.io/ideas/T-I-71 but for Cloud instances -- Administrator should be able to define how many approvers are needed in order to have a Timesheet/Account fully approved.

part of the components missing in the report
