As per Tempo Budget's documentation no users should be allowed to see or edit the global cost rates unless they're cost rates managers. At the moment, users who are set up as viewers or administrators on a folio level and who are not cost rates managers, still can see the global cost rates as per the attached screenshots. The Staff tab has the rates blurred (Tempo2) but the Costs tab doesn't (Tempo1). Neither of the screens should be showing the rates to a user who is NOT the cost rates manager.
