Currently when using Planned cost report, and choosing "Based on staff member availability" it actually does not respect the member availability. Even if the description clearly states "based on the current staff member availability"

The dev team confirmed that this is the expected behavior of planned cost. It doesn’t use the resource’s workload scheme but the workload configured in folio settings. You can edit the availability for each user to reflect their actual hours.
We encourage you to place a feature request for this to respect the individual users' workload scheme.
